Weekly net book: it is a good thing about the buzz are twittering?

Someone once said any publicity is good publicity. If that's true, the U.S. Tennis Association is living the dream.

Donald Young has been in the news in the last few days because of a profanity-laced Tweet directed at the USTA.

First, there was Spain's appeal of the choice of surface for the Davis Cup tie July 8-10 in Austin. Next, Donald Young posted an expletive-laden attack against the USTA on Twitter following a loss in the French Open Wild-Card playoff.

No, we aren't exactly sitting on Watergate here. But in tennis circles both incidents delivered some buzz.

Surface tension:

Spain complained that the USTA's pick, known as Indoor Hard Premiere, was not on the list approved by the ITF. Even world No. 1 Rafael Nadal weighed in, saying, "If at the end (the surface) is not among the official ones, it should be ruled out or stiff fines should be applied, because for tournaments like that $50,000 is peanuts."

The ITF denied the claim saying, essentially, that a hardcourt is a hardcourt. Though the specific surface is not listed, the ITF rule merely demands that the surface be of a type used in Grand Slams or in at least three ATP events. The material, acrylic, is the basic material used for the surfaces for two Grand Slam events plus 30 other hardcourt events on the tour (the ITF ruled).

So about this appeal — which really didn't have much merit to begin with — was it about gamesmanship?

Certainly, captain Jim Courier will be closely overseeing the setup, to make sure the speed and bounce of the court meet his approval — as will the ITF, which will test once the court is laid down to make sure it meets standards. Nothing new here, of course. If Spain were making the call here, there's no doubt we'd be talking clay, and we'd be talking slow.

Much ado about nothing … except for that old adage, any publicity … etc.

Young and reckless?

Donald Young Jr. for years has been touted as, and expected to be, a future star. But all has not gone as planned. Tensions with the USTA have been part of the narrative all along (questions about the involvement of his parents, among other things). The latest blowup came last week.

Young's tweet: "(Expletive) the USTA. Their (sic) full of (expletive). They have screwed my for the last time! #enoughsaid

He followed it up with an apology for the language but not the sentiment (nor the grammar misstep). Shortly thereafter, Young's Twitter account (@DonaldYoungJr) went offline.

Young had just lost to Tim Smyczek in the final of the French Open wild-card playoff. This came after, according to the USTA, Young's parents had requested that Young be given a wild card.

Patrick McEnroe, the general manager of the USTA's player development program, went on the offensive in a news conference Monday. McEnroe was calm and measured but clearly, and as he admitted, offended. McEnroe has had run-ins with Young before ... or, maybe we should say Young has had run-ins with McEnroe before. McEnroe denied that Young would have been confused about the wild-card process, he denied there was anything personal with Young, but he did demand an apology.

Here is some of what McEnroe said:

•"I want to talk about our wild-card strategy when it comes not just to the French Open but obviously the Australian Open exchange that we do and also even now we're going to implement this year with some of the U.S. Open wild cards. We want to send a message to our players that we would like them to earn their way into every step along the way."

•"When Donald made his comments on Twitter, I was obviously taken quite aback by the language and also by the intent of what he said."

•"We're not withdrawing our support. We want our players to do well. Quite frankly, I'm offended. I'm offended for the people on our team that have worked very hard to try to help Donald because when he said what he said about them, I think it was taken quite personally by a lot of members of the Player Development team. I think that Donald should apologize for what he said. I think at that point we can move on."

•The reason why I'm having this call is, as I said at the beginning, to set the record straight, to give you people the facts of what the USTA has done to help, what our overall goal is to deal with the country.

•"Every time Donald has come and worked with our team, he's been an absolute delight. He's been an absolute pleasure for our guys to work with. When he comes, he does what we tell him to do. He goes with the program. He's gotten better and stronger. There's no doubt in my mind that he can get a lot better and become a top-50, top-30, maybe even a top-20 player. But you can't go halfway. You need to be all in. He's not totally all in."

•"We're not going to sit here and dictate everything that has to be done. At the same time we're not going to be dictated to either. … We're here to help our players with the resources that the USTA has given Player Development, which is a part of the USTA. We want to be accountable for our program and for what we're doing. For us to be accountable, obviously the more influence and the more control we have over what the player's doing, the better we feel about where we're going with that player. Again, that doesn't mean we have all the answers, that there's not another way to do it. Sure, there are plenty other ways to do it. But we want to be working in a relationship that's a two-way street."

McEnroe had plenty of other things to say. The hastily called news conference was almost completely about Young. Some questioned whether McEnroe and the USTA should even have bothered to respond. Right or wrong, it's too late to worry about that.

Young, who did not respond to USA TODAY's request for an interview, has been silent since the incident. The Los Angeles Times reported that he did apologize to at least two USTA officials.

There's no question that Young, 21, has shown flashes of potential. But it hasn't always been smooth sailing. When is it ever? Does this incident mean he's committed career suicide as some have suggested? No. Not if McEnroe means what he says about not withdrawing support. Mistakes are forgotten quickly these days.

There no doubt is fault on both sides (isn't that usually the case?). There have certainly been critics of the USTA's development program.

U.S. tennis isn't in the best place right now ... titles on the court have been scarce of late. Too bad so much of the buzz is negative. Here's hoping that old adage is right.

Nadal hadn't won since October, coming up short three times in finals since his last victory (to Roger Federer in the ATP World Tour Finals; and to Novak Djokovic in the BNP Paribas Open in Indian Wells, Calif., and Sony Ericsson Open in Key Biscayne, Fla.). Nadal won the Monte Carlo Masters for the seventh consecutive time Sunday — that's a record for consecutive titles.

And now, to state the obvious, Nadal is really good on clay. His numbers continue to bewitch and bewllder:

•29 consecutive wins on clay, including 66 of 69 sets during that streak.

•62 wins in a row on clay in the month of April.

•181-6 match record on clay since 2005.

•30-2 in clay-court finals.

His victory was his 19th Masters 1000 title — that's a record, too.

Nadal was not at his absolute best, and there's always the specter of injury. Nadal is in Barcelona this week — he skipped the tournament a year ago — and he will play two more clay events (Madrid, Rome) before Roland Garros. That's a good chance to fine tune his game and pile up points. … It's also a chance to get weary and risk injury.

Another undefeated clay season figures to be a challenge.

Out of their element:

In the other "it was bound to happen" moment, Mary Joe Fernandez's Fed Cup team got bounced out of the main group. It's the first time ever for 17-time champ USA, but it's probably about time. And this is not to be critical of Fernandez, Melanie Oudin and Christina McHale. The teams they lost to, Belgium in the first round and Germany in the playoff Sunday, were better teams, pure and simple. The fact that the USA reached consecutive finals in 2009-10 without its two top players is worthy of note. And celebration.

And now, once again to state the obvious (or, more accurately, beat a dead horse), American women's tennis is in a troubled state.

Frankly, there's no reason to continue the harangue. It's well known and nothing new — "I would say we took our eye off the ball," a USTA official told USA TODAY in 2006 — but here we are anyway.

The bigger problem is less about the tennis and more about the expectation that the USA has to be the dominant country in terms of depth of talent. (And, yes, we realize that USA TODAY — perhaps more than anyone else in mainstream media — is guilty of pushing that agenda.) Ain't happening. That ship has sailed. There is too much talent and incentive in too many places in the world.

That doesn't mean the USA can't be a contender. That much we should demand … and there's certainly room for improvement.

We believe the USTA's development system under Patrick McEnroe— which is teaming with various academies around the country and making clay courts a priority — is on the right track. Patience is probably important here.

As for Fed Cup relegation …

"It's tough to be out of the World Group for the first time, but we just came up against a better team," Fernandez said. "We did the best we could, we fought for every point and that's all you can do, do your best on the court."

To return to the World Group in 2013, the USA will need to win a first-round World Group II tie in February and then a playoff in April.

Presumably, Venus and Serena Williams will be available. Both were injured for the two ties this year. The bad news is neither has played Fed Cup since 2007. The good news is both want to be a part of the Olympic team next year, and to do that they are supposed to fulfill Fed Cup obligations. By showing up in Germany to cheer on the team, Venus has fulfilled her obligation for 2011. As for Serena, people with knowledge of the circumstances expect that she, too, will catch a break from the USTA (and the ITF) — meaning she will get a pass in 2011 because of her injury/illness situation. That's assuming she is healthy and available in 2012.

Their presence would solve the immediate problem — and we might not even be having this discussion. The underlying issue remains, of course.
